How to Submit Testimony in Hawaiʻi (Step-by-Step)
This guide walks you through exactly how to submit online testimony to the Hawaiʻi State Legislature using the official Capitol website.
What you need before you start
- A computer or smartphone with internet access
- 3–5 minutes
- Your name and email address
- The bill number (example: SB 2580 or SB 2796)
Step 1: Go to the Legislature website
Open your browser and go to:
Step 2: Register (One-Time Setup)
If you have never submitted testimony before, you must create an account.
Register here:
Steps:
- Click the registration link above
- Fill out the form with your name and email
- Create a password
- Submit the form
- Check your email and verify your account if prompted
You only need to register once.
Step 3: Log in
After registering, log in to your account.
Steps:
- Enter your email and password
- Click Login
Step 4: Find the bill
- Use the search bar on the Capitol website
- Type the bill number (example: SB 2580 or SB 2796)
- Click the bill in the search results to open the bill page
Step 5: Confirm the bill is open for testimony
On the bill page, confirm:
- A hearing is scheduled
- Testimony is open
- You are submitting before the deadline
If testimony is closed, the submit option will not appear.
Step 6: Submit testimony
Once logged in and on the bill page, click Submit Testimony.
Step 7: Choose your position
Select one of the following:
- Support
- Oppose
- Comments Only
HFA will tell you which option to select in action alerts.
Step 8: Add your testimony text
Option A: Copy & paste testimony (recommended)
- Paste the provided testimony template into the text box (if one is available) and/or write your own testimony directly in the text box
- Add 1–2 personal sentences if you can (this helps a lot)
Option B: Upload a document (optional)
- Upload a PDF or Word document
- Make sure it clearly states your position
Most people should use Option A.
Step 9: Review and submit
Before submitting, double-check:
- The correct bill number
- The correct position selected
- Your testimony text is included (or file attached)
Click Submit.
Step 10: Confirm submission
After submitting, you should see a confirmation message on the screen.

Yes. A computer is easier, but a phone works too.
